Previously, the 2019 Motor Vehicle Amendment Bill has been adopted in the Parliament with the approval of the Rajya Sabha to amend some provisions in the 1988 Motor Vehicles Act. The bill was put forward by Union Minister of Road Transport and Highways, Nitin Gadkari, and aims at imposing more rigid penalties for traffic offences. It has a wide series of amended traffic punishments. In fact, the new challan rates 2021 are as much as 20 times higher than the previous fines.
Now, traffic violators in India have to pay stricter fines for their offences.
To be more specific, the largest difference between the old and the new fine occurs to ‘Driving despite disqualification’ and ‘Overloading of two-wheelers’ with an increase by 20 times, from INR 500 to INR 10,000 and from INR 100 to INR 2,000, respectively. Another provision of the new challan rates 2019 is that if you fall into the latter category, your driving license will be disqualified for three months. Some other common offences include ‘Drunken Driving’, the fine for which has increased by five times (from INR 2,000 to INR 10,000); ‘No seatbelt’; for which you are fined INR 1,000, 10 times as much as before, and ‘No helmet', for which you now have to pay INR 1,000 instead of INR 100 as before and your license will be disqualified for three months.

It is also worth noting that there are several new rules under the new bill. For example, vehicles which are overloaded and do not give way for emergency vehicles are now fined INR 1,000/extra passenger and INR 10,000, respectively. Moreover, the fine for violations by juveniles is very strict with their guardian/the vehicle's owner being fined INR 25,000, sent to 3 years imprisonment; plus, the vehicle registration will also be cancelled and juveniles will be tried under JJ Act. Finally, if you commit an offence by enforcing agencies, your penalties will be doubled.

The 2019 Motor Vehicle Amendment Bill has been passed with a view to imposing stricter penalties on traffic violations. The new challan rates are expected to prevent people from offending traffic rules and resolve numerous traffic problems in India such as road congestion, low-quality roads, etc.
New Challan Rates 2019 Day 1 Report - 3900 Challans Issued By Delhi Police
Delhi Police has reportedly issued over 3,900 challans on day 1 of the new challan rates 2019 coming into effect. The new challan rates in Delhi got into effect this Sunday ater the motor vehicle act got amended recently. It is worth noting here that the Parliament in July and passed the Motor Vehicles (Amendment) Bill, 2019, which led to tightening of the regulations and increase in the challan rates for both two-wheeler and four-wheeler users.
It is being said that the Delhi government will now hold consultations with various stakeholders, including the traffic police, before compounding notification with regard to implementation of the Motor Vehicle Amendment Act. Commenting on this, Transport minister Kailash Gahlot has said, "Since heavy penalties have been prescribed under the Act after a gap of many years, the compounding notification will be issued with serious consultation with traffic police and other stakeholders," Gahlot said in a statement.
What is PUC Challan Rate 2019?
It may be noted here that as per Section 200 of the Motor Vehicle Act, the Delhi government can issue Gazzetta notifications for compounding of some offences. As per the new challan rates in Delhi, two-wheeler users not wearing helmets and four-wheeler users not wearing seat-belts can be fined Rs 1,000, which is ten times more than the earlier penalty. On the other hand, those who drive without a driving license can be penalized Rs 5,000 or even face a three-month-long jail term. We're now hopeful that the new challan rates would play a key role in improving the traffic conditions not just in Delhi but across the country.
Can challans be cancelled?
The answer is yes, but this is limited to only some offences. If you leave your documents at home, you have a 15-day period to prepare and submit all the lacking documents to the authorities and then the challan can be cancelled with only INR 100 needed to be paid.
What happens when traffic e-challan is not paid?
The system of e-challans is introduced to fine the regulation offenders using advanced technologies. If you think you can escape from the e-challan, then you are wrong. In this case, the following things will happen.
- A constable will go to the registered address to collect the challan.
- If it is still not paid, the offender will get a summon from the court and must clarify to the judge on violating the rules.
- If the offender still refuses to pay the e-challan, his/her license will be suspended.
