The main functions of the RTO offices in India remain the same under the MVA, 1988 nationwide. The primary functions of the RTO offices in Hyderabad are listed below:

The Hyderabad RTO issues driving license and permits for six types of vehicles which are listed out below:
Motorcycle with engine capacity of/ less than 50 cc: like in other cities, the applicant for motorcycle with engine capacity of/less than 50 cc must be 16 or above and should have the consent letter from his/her parents or guardians.
Motorcycle with gear: The applicant must be at the age of 18 or above. The application must include all valid required documents as regulated by the RTO.
Two-wheelers without gear: this type of driving license is issued for moped bikes or two-wheelers without gear.
Heavy commercial vehicle: The applicants must be at the age of 18 or above, 8th-class qualified and get driving training certification from the registered training school under the state government.
Personal four-wheeler: The applicant must be at 18 or above. The application must cover all valid required documents.
Commercial four-wheeler: The applicant must be 8th-class qualified and be at/over 18 years old with driving training certificate from registered training school under the state government.
Do note that it’s unnecessary for the cab and auto-rickshaw drivers to obtain a separate commercial driving license as their personal LMV license is already legal.
