IV. How a Pre-owned Car can be Used in Chennai?

1. RTO rules for second-hand car usage in Chennai

The RTO rules for the ownership transfer of a used car may slightly vary from city to city, but generally, the rules consist of some basic components below.

After the car has been purchased, you need to inform the local RTO and apply for the ownership transfer within 14 days. Certain documents are required, including the original registration certificate (RC), Form 29, Form 30 and Form 28 (necessary for inter-state car transfers but not mandatory for within-state ones), report of N.C.R.B, residential proof and pollution-under-control certificate (PUC). You will need to pay a fee of about INR 300 for each car transfer. It is advisable that you implement this process by yourself since if getting it done by an agent will cost an arm and leg.

2. RTO rules for scrapping an old car in Chennai

Once your car has been more than 15 years old, it needs to be scrapped, according to what has been recently declared by the Indian government. Some RTO rules are available for scrapping an old car and the process generally includes some steps as follows:

  • Informing the RTO of your car scrapping;

  • Submitting the RC and chassis plate to the RTO;

  • De-registering the car: After the RTO is satisfied with all the documents that have been submitted by you, the car will be declared as a scrapped car, removed from RTO records and is liable to melted down or cut into pieces.

To sell a scrapped vehicle, you need to supply a copy of the RC and the bank NOC to the buyer. Do not forget to get the chassis plate back and follow the procedures above to de-register the car.
